I believe Toshiyuki Inoue (井上俊之) animated this scene in Maquia. It's phenomenal. Shots like this are usually 3d (the dragons are cel shaded 3d later on in the movie), but Inoue imbues this shot with such an incredible sense of depth and weight and dimensionality, all by hand!
