The Pan AV is the same optic as the (also Japanese made) Hakko Panorama, which was fairly short lived as Hakko shut down in 2005. That seems to have been when Ultradot picked up the design.
Rather than have a separate emitter for each reticle, it looks like the Pan AV has one emitter and a rotating mask to create the reticle image. This probably doesn't have an effect on the zero since the center of the dot is always in the same place, and the zeroing is done in the body of the optic.
