First, heat water on medium low.

Beat egg whites and 1/2 tsp cream of tartar or white vinegar until frothy
Add the egg white mixture to the base mixture in three additions
Fold gently until no streaks of egg white mixture.
Steam over medium low heat for 40-45 minutes.
